Spinning up a new one that everyone respects is hard. Repurposing DirectTrust is possible, but hard. Getting mainstream cert vendors to play in health is hard.
As a country the US has shown it can't turn on a dime when it comes to national infrastructure so my guess is such a directory takes years to emerge, if at all, especially without prescriptive regulation
